Anyone know what this is? jewelry of some sort?

Just came across this piece. I think it really neat but am just not sure what it is. I thought maybe a bracelet but there is no clasp and without a clasp it is 8 3/4" long so definitely too large to be a bracelet of the vintage this appears to be....
