This is a vintage 1997 QVC NEW HAMPSHIRE SOUVENIR PIN!
In a goldtone metal, the pin has the name of the state "NEW HAMPSHIRE" in red across the center. Above that, a purple bird.
Also in the enamel decorations "QVC" "50 in 50" and " '97".
